DUNEDIN CENTRE

IMPORTANT UMPIRE DECISION Umpires will be appointed to control four-rmk games in future, as the result of a decision reached by the Dunedin Bowling Centre on Saturday night, when Mr J. J. Head presided. Notice having been given, Mr A. Melville (Caversnam) moved a motion to this effect, though it included a clause to cover the games on each green for Saturday matches. He asked the centre to give him permission to split the motion and allow him first of all to move it in its application to the fourrink championship. All members, he thought, understood the need for such a move, and they should appoint umpires who would have the courage to carry out the necessary supervision, and he was sure that if this were done a lot of trouble they were now having would disappear. Mr J. Forster seconded the motion. He said this would be a step in the right direction, though he was well aware of the difficulty of securing umpires of the type which they wanted. He considered, however, that it was rather late to apply the motion this season.

Mr E. Longworth referred to the difficulty of finding men willing to undertake umpiring on the lines suggested. If they had an umpire appointed they should certainly give him full power, but they would have to do it in a quiet, way, otherwise many players would take the wrong attitude and it would lead to friction. Mr W. Lloyd spoke of his own experience in a recent tournament, and

declared that 100 per cent, of the bowlers who offended did so unintentionally. Mr J. H. Hinton said the motion dealt with a question which was all right in theory, but not so_ good in practice. They were dealing with grown men and not a class of schoolboys. Mr G. A. Nelson said Mr Melville’s motion was deserving of sympathetic consideration, but he thought it was too late this season to do much. He suggested that Mr Melville should withdraw his motion and bring it up at the first meeting of delegates. Mr Melville, replying to the discussion. said he was disappointed at the reception given to the motion by one or two members, it seemed to him that the centre was afraid to tadkle the matter. He did not agree that it was too late this season to start. It appeared that there were so many offenders in the meeting that they were afraid to take the needed action. If the centre had the courage to tackle the matter, let it do so now. This motion and another to the effect that the matter be referred to the Match Committee were carried, that portion of the original motion relating to Saturday matches being withdrawn.

EMPIRE GAMES REPRESENTATION.

The New Zealand Association forwarded copies of resolutions from the Wellington and Central Otago Centres recommending that a levy should be struck in order to send a team to represent New Zealand at the Empire Games to be held in Australia in 1938. The opinion of the centre on the subject was solicited. Mr Longworth moved that the leter should be received and no action taken. He contended that it would be impossible to pick out a rink which would be the Dominion’s best. There were plenty of players who were in the first flight, and he felt sure there would be jealousy. Mr W. Richards moved, as an amendment that the clubs should be asked to call special general meetings to discuss the matter and advise the centre whether they would support the making of a levy to a limit of fid per member for the purpose. Mr Nelson said they should first decide whether New Zealand should be represented at the Empire Games, and then decide how it _ should be represented. If the Empire Games were to be held in Australia New Zealand should do its best to hold its own. Every man in New Zealand should have an opportunity of representing his country regardless of his ability to pay his way to the games. They had, then, to cast around for some way of financing the matter, and he thought a levy would be the best way. A levy of 3d would give £2OO per annum, and in two years -this would yield £4OO. He considered that £500" would be necessary. If they decided for two years to leave the ordinary club levy at 6d instead of allowing the presented reduction to 4Jd, the additional IJd per player would realise the amount required. He considered that they should go into the matter fully instead of turning it down out of hand, as the motion intended. Mr Longworth said he had not changed his mind about the matter, and wished his motion to stand. He was sure that if they carried the amendment the would turn the proposal down, and in the meantime the meeting was only wasting its time. The motion was ’ carried, only Mr Longworth dissenting. LAWS OF DELIVERY. A lengthy report on breaches of the “ foot on the mat ” rule at the recent Christmas tournament was submitted by Mr Nelson, who expressed the opinion that the time was ripe for a change in the laws of the game dealing with delivery. “ The present rule, in myestimation, is a rotten one,” said Mr Nelson when his report was being discussed. “ What we want is a rule that will give an umpire authority to burn a man’s bowl without warning and to disqualify a man who persists in offending.” He suggested that the centre should set up a committee to look into matters of this sort in order that the centre would be able to send an adequate remit in to the annual meeting of the New Zealand Association. Mr J. Forster moved that Mr Nelson’s suggestion should be adopted. The motion was carried. A sub-com-mittee consisting of the executive officers of the centre and Messrs G. A. Nelson, H. Rowley, and A. Melville was set up. ELDERLY BOWLERS’ DAY. The president was appointed to act as the centre representative on Elderly Bowlers’ Day on February 15. FOUR RINKS FINAL. It was decided to hold the final of the four-rink championship on February 15, the choosing of a green being left to the Green Committee and the appointment of umpires to the Match Committee. CENTRAL OTAGO TRIP. The sub-committee set up to make arrangements for the Central Otago trip submitted a report and asked members of the centre to make an endeavour to take part in the trip. The report was adopted. LEADS AND SECONDS’ TOURNEY. Arrangements in connection with the leads and seconds’ tournament, to be held on Anniversary Day, March 23, were discussed. It was decided that entries should close on March 13 and that the entry fee should be 3s per player instead of 4s, as was the case last year. VISITOR IN TEAM. Mr T. Smith reported on behalf of the Match Committee on the action of the Caledonian Club in playing an Invercargill player against Caversham on December 7. He said that the Caledonian Club had apparently merely extended the hand of good fellowship to a visitor, and nothing further was intended. It was thought, however, that the game should be awarded to Caversham, and he moved in this direction. The motion was carried.
