STEADY DEVELOPMENT IN EARTHQUAKE AREA [Per United Press Association.] HASTINGS, December 2. Though only eight months of the municipal year have elapsed the Hastings Borough building returns show that the number of permits for dwellings already exceeds by 10 the number of dwelling permits for any complete year since the earthquake of 1931. The value exceeds the previous highest in any complete year by £l4 18s. The average expenditure per dwelling this year is £739. as against the previous lughest £672. In addition nearly £IOO,OOO has been spent in all types of buildings, which is £20,000 greater than the equivalent for _ tbe _ previous period. Steady activity is being maintained, though tho earthquake!replacement building programme virtually ceased two years ago.
