(Received April 2, at 1.20 p.m.) A remarkable series of statements in connection with the European crisis was made available to Mr Stanley Bruce (Australian High Commissioner), comprising the documents of the Eden-Stalin-Litvinoff talks. Some were verbatim and others summarised. It is learned that they had a direct bearing on Australia, because the Soviet intimated that it had virtually terminated propaganda in Australia and elsewhere in the Empire, and was simultaneously ceasing to finance Communist movements in the dominions. The Soviet did not sign documents oi give written undertakings, but Captain Eden and the British Government were apparently satisfied with the assurances as a result of the Moscow conversations, believing that there is no of a revival of propaganda unless the Soviet is provoked from without. It is explained that Soviet propaganda from Moscow as an organised drive for world revolution has been progressively diminishing for a considerable time, and has now practically ceased. M. Stalin and M. Litvinoff frankly explained this by saying that it was simply because it suited their book. The Soviet was not looking at the position artificially, but realistically. Its internal reconstruction would occupy half a century; consequently Russia would need every possible help and require a long peace and substantial finances.
