(Received April 2, at 1.30 p.m.) “ The first damage of the Great War is not yet repaired, but already forbidding clouds are obscuring the horizon,” said the Pope, addressing the Papal Consistory. “It would be a foolish manifestation of anger if the people again took up arms —brother against brother—and it would be horrible that the skies, sea, and land should sow destruction. We cannot believe that those responsible for the prosperity and welfare of the peoples can desire to excite them to slaughter and devastation affecting the greater part of humanity. If any nation commits such a nefarious oxime we can only pray that God will confound them.”
