Administration leaders unexpectedly produced a Bill in the Senate to-day Z ' designed to extend the operation of. * ; the National Industrial Recovery Act «■ , for two years. The Bill made its ap- *" i pearance after Mr Richberg, in secret *" testimony before the Finance Committee. had issued a warning that Labour was prepared to revolt against the National Recovery Act unless immedi- ~ ate reforms were effected. The new Bill is expected to consoh- ■ dat€\ certain features of the original National Industrial Recovery Act, notably the collective bargaining clause fixing minimum wages and maximum V hours of work.* It. will limit the codification of industry,- however, to enterprise engaged in interstate trade, with a few exceptions. It is understood that Mr Richberg/ fears that strikes are imminent in the soft coal, rubber, textile, and perhaps the steel and automobile industries, unless Labour is pacified. ; It is a fact ■ that the coal miners had tentatively, scheduled a “ walk-out on April 1. Senator Borah and other enemies of the “.blue eagle” immediately declared the Bill unacceptable, and indicated that they would fight its passage. ' ■ - ■
