STATEMENT BY MINISTER “ PEACE WITHIN AND WITHOUT" Press Association—By Telegraph—Copyright LONDON, February 27. In a statement before his departure, Dr Schuschnigg defined Austria’s policy as “peace within and without.” He said Austria was perfectly able to exist as an independent State indefinitely. The dissolution of the Hapsburg Monarchy had played havoc with Austria’s economic life, but prosperity would return if Austria enjoyed freedom from political upheaval. He admitted that 526 Socialists, 118 Communists, and 1,627 Nazis were still in Austrian prisons, while 3,000 had' been pardoned and released, and others .were under police detention. Sixty-seven death sentences had been passed, of which fortyfour were commuted. Executions were carried out only in expiation of " grave blood guiltiness.”-
