(Received November 16, at 1 a.m,)' The. sessionists announce that numeiw ous conferences regarding procedure have been held, , and that investigation of their case by a select committee of Parliament, which will hear evidence from the delegation, is much more important than the ceremonial presenter tion of a petition at the bar of the House; therefore, it has been decided to follow the practice usually pursued in connection with petitions—namely, a member of the House of Commons will place the petition in a bag behind the Speaker’s chair. The petition will then go, to the Standing Committee, after which, if certified in proper form, it will be . placed on the table of th« House. The delegation anticipates that « member will then move for the appointment of a select committee to examine witnesses for and against their case. The secessionists say that tha Imperial Parliament alone has the requisite constitutional legal powers t£ deal with the question.
