LOTTERY PROPOSAL REJECTED Press Association —By’ Telegraph—Copyright ST. JOHN’S (Newfoundland), Sept, 10. The Commission Government disapproved of plans laid before it by the St. John’s Municipal Council to supply funds for charity and civic improvements by lottery. The Commission Government threatened legislative action to prohibit such a course if necessary.
