QUESTION OF RUSSIA'S ENTRY NEGOTIATIONS PROCEEDING Press Association —By Telegraph —Copyright. RUGBY, September 11. (Received September 12, at noon.) The question of Russia joining the League of Nations was x-eferred to as one of the most important matters which has lately come before the present Assembly in a broadcast address from Geneva by Captain Ede'p, who added that he was hopeful that the preliminary, negotiations now proceeding before long would be successfully concluded. It is understood that the representatives of the Powers taking the initiative in these negotiations are collecting as many signatures as possible to a telegram to be sent to the Soviet Government, in which the hope will be expressed that the Government will enter the League. The reply of the Soviet .Government will come before the Assembly together with the suggestion that the Soviet should be accorded a permanent seat on the council. The newspapers state that the misgivings of Argentina and Portugal have not been entirely overcome, but their opposition will probably take the form of an adverse vote in the Assembly, where unanimity is not required, and abstention from voting in the council meeting. • ‘ ■
