In a deputation to the Premier recently the French Maritime Colonial League stressed the alarming situation of the mercantile marine, and declared that the efforts of private companies which receive no subsidy from the State are hampered by three factors which together menace' the French maritime transport trade. The first factor is the French tariff policy, which, while protecting domestic industry and agriculture, reduces maritime traffic. Secondly, the fall of the £, the dollar, and the Scandinavian exchanges places French vessels at a disadvantage. Thirdly, certain foreign countries are granting large subsidies to their merchant shipping. Private shipping, it was stated, represents 2,500,000 gross tons, more than three-quarters of the total French merchant fleet, and that one-third of that amount is mow laid up. Some 15,000 officers and seamen are reported to be unemployed as a result of the condition A surtax was suggested of .On per cent, on all import duties to provide unemployment benefit for seamen and the creation of free ports in France on the lines of Barcelona and Trieste, where goods might be treated industrially while in bond and re-exported without paying duty, thus increasing maritime traffic.. . A provision was also contained in tiie deputation whereby subsidies paid to French colonial growers of certain products. such as manioc, rubber, and bananas, should in future only be paid to growers shipping products in French hulls.
