Sweeping army reforms are proposed in a Bill which has been drawn up by tire order of Signor Mussolini. It provides for the weeding out of_ inefficient officers by compulsory vacations, leading to retirement and proinotion by selection instead - of seniority.
In tabling the Bill Signor Mussolini declared that the regulations were urgent, and.must not be postponed.
