The 1 Daily Telegraph 1 says: “ The Government’s plans to assist shipping are nearing completion. The two main principles will bo a State guarantee for the construction of new ships designed for a specific purpose and the granting of ‘ fighting subsidies ’ for the limited purpose of aiding ships on routes where there is direct competition with subsidised foreign lines. Ministers definitely rejected a proposal to give a general subsidy to tramp shipping, and decided nob to apply discrimination against foreign ships in the carriage of interimperial trade. It is believed that 1 lighting subsidies ’ in a limited form will provide Britain with a bargaining weapon for an all-round reduction of subsidies, as tariffs did in the trade negotiations.”
