SECOND READING OF BILL PASSED NOT TO BE FURTHER PRESSED Press Association—By Telegraph—Copyright LONDON, .May 10. (Received May 11, at 2 p.m.) In the House of Lords Lord Salisbury, replying to the debate on bis Parliamentary Reform Bill, said that Lord Hailsham’s statement on behalf of the Government had killed the measure. If the Bill passed its second reading lie would not ask the House to take it through committee. The Bill was read a second time by 171 votes to 82. [During the debate Lord Hailsham said that constitutional reform bad not formed part of the crisis which brought the National Government into being, and was not discussed at the last election. A reform of such magnitude should bo introduced by the Government.]
