The Conciliation Council which has been set up iu connection with the Blackwater and Alexander mines’ strike sat all day. Yesterday morning the representatives of the Blackwater management made an offer to submit an increased schedule, provided the Miners’ Union allowed a secret ballot on the schedule submitted. They declined to disclose the schedule until the union had replied. The council is still sitting.
