AMENDMENT RULED OUT Pres* Association—By Telegraph—Copyright, OTTAWA, February 6. The Speaker (Mr G. Black) ruled out of order to-day a United Farmers’ subamendment to the Address in Reply, which in effect expressed a lack of confidence in both the Government and the official Opposition. The Speaker ruled that a counting of heads would show that the Liberals did not have the confidence of the House, and whether cr not they possessed the confidence of the electors was no concern of the House.
