BRITAIN’S LEAD
DISARMAMENT MEMORANDUM NOW IN FOREIGN CAPITALS (British Official Wireless.) Press Association—By Telegraph—Copyright. RUGBY, January 30. (Received January 31, at noon.) The terms of the new British memorandum on disarmament will probably be published not later than Thursday next. Meanwhile the British statement has been communicated to the Gernjan Government by the British Ambassador at Berlin. About the same time it will be delivered at the Quai d’Orsay, in Paris, and a copy will be'handed to the Italian Foreign Minister. Copies of the memorandum will also be in the hands of the representatives of the United States, Japan, Belgium, and Poland. When Herr Hitler speaks this afternoon he will have had ample time to consider the British statement and that part of his speech which deals with the disarmament question is awaited here with special interest. Mr Arthur Henderson was present in the House of Commons yesterday when the Foreign Secretary (Sir John Simon) "made a statement in reference to the British memorandum. Mr Henderson is expected to remain in London for some days, and the officers of the Conference Bureau are to report to him on February 10 regarding the latest developments on the question of calling the Disarmament Conference together again. This will depend largely on'the reception given to the British memorandum.
PROPOSALS REGARDING GERMANY LONDON* January 30. The Paris correspondent of the British United Association Press reports that Sir John Simon’s memorandum has arrived and definitely favours granting Germany immediately defensive armaments to a limited extent. It also wishes to abolish the test period. It is unofficially reported that Britain suggests the strength of the Reichswehr at 250,000, thus compromising between the German and the French demands.
