(Received January 25, at 12.30 p.m.yj A salute of twenty-one guns at mid* night hailed the death of the parliamentary system of Government iit obedience to the October plebiscite, and the inauguration of a dictatorship under Estonia’s grand old man (M. Paets), who yesterday was made Prim* Minister. He now has power to dissolve Parliament and to issue and vetp laws. The number of members of Parliament has already been reduced' b/ half to fifty.
