RETURNS HOT YET COMPLETE MANY SECOND BALLOTS Press Association—By Telegraph—Copyright MADRID, November 28. The country is still waiting ■ impatiently for the complete returns in the elections. The scrutiny proceeds slowly in various districts. Only 303 deputies out of a total of 473 have yet been proclaimed. The second elections will be held on December 3 in about sixteen districts for the return of 95 deputies, because the top candidates failed to get 40 per cent, of the total votes cast.
