General Johnson returned from a mid-western speaking tour to-day, and informed the President that the National llecovery Act was progressing satisfactorily. The only important matter before the N.R.A. is a master code for the construction industry. Builders and Labour leaders arc involved in a bitter controversy over unionisation, and this may delay final acceptance in-’ definitely. Two important codes—namely, steel and automobiles—will expire on December 31, and it is already rumoured that the leaders in both industries are considering withdrawing from the N.R.A.
