LATEST CENSUS RETURNS BIG PERCENTAGE ILLITERATE. Press Association —By Telegraph—Copyright CALCUTTA, September 21. India’s census returns have just been published, and give the population as 352,837,778, or nearly one-fifth of the inhabitants of the entire world. The literate portion of the population is onlv 8 per cent., while the blind exceed 600,000.
