BRITISH LABOUR PARTY IN EVENT OF RETURN TO POWER fret* Association—By .Telegraph—Copyright LONDON, September 15. . The Executive Committee will recommend at the forthcoming' Labour Party’s Conference at Hastings n detailed plan of action in the event of the party being asked to form a Government. This _ involves striking changes from previous practice. It is suggested that immediately following a successful election tho National Council, representing the Parliamentary Party, the Trades Union Congress, and the Labour Party Executive should decide whether the party should take office, and that all Labour Ministers during their terms of office should discuss every matter of policy with the Trades Union Congress and the National Executive. Though it is proposed to leave the Prime Minister a measure of responsibility in the allocation of portfolios, it is recommended that he should consult with a committee representing the Parliamentary Party. Majority decisions within the Cabinet should be accepted. The Prime Minister should agree to a dissolution only after approval by a parliamentary party meeting, while “ the excessive authority of the Chancellor of the Exchequer must be ended, the financial policy being decided by the Cabinet.” The Government throughout must maintain close contact with, and Labour Ministers must fully explain the policies to, party meetings*.
