Three important departments of State are being run by acting-heads, and as this system has in some cases been followed for several months the question arises whether the failure to fill these positions is part of an economy plan or simply due to the preoccupation of Ministers with more important matters of national concern. The Railway Department is being managed by an acting-head, and inquiries of the Prime Minister, who is also Minister of Railways, have failed to indicate any early intention to make the appointment of general manager. Similarly the Department of Labour is ‘ controlled by a deputy of long experience, but not carrying the title or emolument of Secretary of Labour. It was originally reported that the exSecretary of the Marino Department, Mr Godfrey, would become Secretary ofLabour, but he has filled the position of head of the Unemployment Department. This means a vacancy at the head of the Marine Department, where for many months an acting-sec-retary has carried on the administration.
