(Received December 15, at 11.45 p.m.)] The Senate. to-day rejected a proposal to free the Philippine Islands in five years, and proceeded to consider plans for a longer transition period* The voting was 38 to 37. The Senate later approved of a proposal to free the Philippines in eight; years, the voting being 40 to 38. FINAL NOTE NOT YET TAKEN WASHINGTON, December 14. (Received December 15, at 12.10 p.m.)] Senator Bulow (Democrat, South Dakota) moved the reconsideration of the vote by which the Senate set the Philippine eight-year transitional period. The final vote on the Bill as a whole has yet' to be taken. After that differences with the House will have to be reconciled before the Bill goes to the President.
