DIPLOMATIC RELATIONS RESUMED Press Association—By Telegraph—Copyright GENEVA, December 12. (Received December 13, at 1.5 p.m.) Followin'> meeting between Dr Yen and M. Litvinoff, it was announced that the Soviet and China had resumed relations which were severed in 1929 over the Chinese Eastern Railway. M. Litvinoffi stated that the present Far Eastern troubles had largely originated from the fact that none of the Pacific States had been maintaining diplomatic relations.
