TO THE EDITOR. Sir,—l notice that the Unemployment Board has ruled that a sub-con-tractor who employs a man or men is not eligible to be registered himself under the No. 10 scheme. Now, I have received word from Wanganui that Mr Jessep, the deputy-chairnian of the Unemployment Board, stated that the last thing the board wished to do was to penalise the small struggling business man, and he gave orders that, for the purposes of the subsidy, all builders, contractors, and sub-contractors in Wanganui to be registered. If this applies to Wanganui, it should apply to Dunedin and elsewhere in the dominion. How is it, then, that I iannot register here for the purposes of the subsidy? If we sub-contractors cannot do register, then we are worse off than ever, because no one will give us a job at full rates when he can have it done by a bigger firm which can employ registered men.
