VIEW OF AMERICAN ADMIRAL Press Association—By Telegraph—Copyright. WASHINGTON, July 30. A message from Williamstown (Massachusetts) states that Admiral William Pratt, former Chief of Operations, United States Navy, told a conference on the Limitations of Armaments at the Institute of Politics on Friday that naval parity with Britain would give the United States the balance of power in any war that threatened to become a world war.
