During a debate on the police vote in the House of Commons, Sir Herbert Samuel (Home Secretary) said he believed that the British police force was superior to all others in efficiency. If its strength was greatly increased it would probably be still more effective in suppressing crime, but the cost involved had to be considered. Before the war the police in England and Wales cost £7,000,000 to the Exchequer and the rates. Last year the cost was £21,000,000, although the members had increased only from 54,000 to 58,000. In London about 7J per cent, of the police were engaged in traffic control, and a considerable saving could be effected by automatic light signals, which were extremely effective, and the increased use of which was desirable. The alteration to the regulations to permit motorists to lock parked cars should serve as a precaution against the use of cars by bandits, 1 He urged tradesmen not to leave valuables in windows which were protected only by glass, and he advised a return to the custom of using grills.
