The Radicals and Socialists are jubilant at the election results, and predict that the second ballot will raise their strength to 120 seats, making M. , Herriott the leader of the strongest party. M. Tardieu believes that the second ballot will give the Government a majority of from ten to fifteen. Everything, however, (depends on how the ij different parties combine for the second ballot. Reliable indications will not be available until Thursday, when nominations close. Even Sunday’s result does not necessarily show the character of the new Government, for an electoral understanding between the Radicals and the Socialists does not necessarily mean that if they form the majority they will be prepared to work together as a Government cartel, as in 1924. It may be that no one will be in a position to speak for France until after the Chamber reassembles in June.
