The Financial Commission of the League, which expressed regret that so much was being spent on war preparations, recommends a loan of 13,500,000 dollars to Austria and 10,000,000 dollars to Greece. It is clear that the hegemony of France, which was established in 1919, is beginning to totter now, and France has conceived the idea of making the League a super State.
