AMENDMENT NOT YET OPERATIVE [From Our Parliamentary Reporter.] WELLINGTON, April 13. The Industrial Conciliation and Arbitration Amendment Bill was pushed through tho House of Representatives at a fairly rapid pace, with tho frequent use of the closure. It was transmitted to the Legislative Council on March 17, since which its course has been extremely leisurely. It has been reported back to the Lower House with amendments, and, as these will not be considered till to-morrow, this important measure, which many expect to produce industrial developments of a drastic character, cannot become operative at tho earliest till the end of this week.
