(Received January 29, at 1.20 p.m.) Chaliapin, who has been appearing in opera here, is returning to Russia. He sings at Moscow on February 13 and .resumes his former official position as singer of the people. The Soviet has withdrawn the decree of banishment imposed on him in 1924 because Chaliapin exceeded the two years per* mitted for absence. He regains bia beautiful home at Moscow, where h® is entitled, to live free for the rest of Ills life.
