(Received January 22, at LlO p.m.) Sir Arthur Duckham, addressing the Federation of British Industries, indicated the possibility of the dominions, as they became more nationalised and self-contained, devolving ns individual units, with ■ higher tariff barriers checking interimperial trade. The dominions and Britain could not remain great forces except as components of the Empire, putting the Empire firstnet Canada for Canadians or Australia for Australians first. The next Imperial Conference would eclipse its predecessors and would show the world the way to return to commercial and industrial sanity. ■
