LOCAL BODY DIFFICULTIES AT THE END OF THEIR TETHER. [Special to the ‘ Stab.’] CHRISTCHURCH, January 8. Most of the local bodies in and around Christchurch are, according to one official rapidly reaching the end of their tether as far as the provision of relief work for the unemployed is concerned. It is stated that, though the Unemployment Board provides the wages for the men, the cost of material, supervision, equipment, and insurance for the men is borne by tho local bodies, and represents a considerable charge upon the operation of No. 5 scheme, upon which the majority of the unemployed in New Zealand have been dependent for tho past twelve months. There is now much speculation as to what alterations will be made when the new policy to be formulated by Mr Coates is announced. As a result of the depression and growth of unemployment, the finances of local bodies have been seriously depleted, and the close of the financial year on March 31 next will reveal to what extent they can assist in administration during 1932 of tho main relief scheme. Some local bodies in and around Christchurch, stated a well-known member of a local body to-day, will probably not be able after the close of the financial year to accept No. 5 scheme men except on condition that there are no overhead expenses to tho local body concerned. As th'ngs stand some local bodies will not be in a position to replace the equipment as it wears out, “We are all more or less in the same boat,” he said. “ Unemployment is such a big factor in the finances of local bodies that many will not be able to render the same public service to the ratepayers after March 31. As far as insurance is concerned, I consider that the premium might be carried by the State Insurance Department; but, failing that, a special reduced rate should be granted.”
