General Higgins will preside at public conferences, and will privately discuss property schemes and extensions of social and evangelical w. In a letter to ‘ The Times ’ General Higgins urges a thirty years’ programme of Empire settlement instead of spending £100,000,000 per annum in relieving able-bodied people in Britain. General Higgins contrasts the Dutch land reclamation schemes with th i failure to settle thousands of square miles of good healthy lands in Australia and Canada, and declares that the traditional genius for colonisation is still active in Holland.
