TOKIO, December 26.
The War Minister (My Araki) declares that the tripartite Note has not influenced the War Office policy, and peace in Manchuria is impossible till the whole of the Chinese army south of the Wall is withdrawn. The Foreign Office will reply to-day to the protest by the three Powers against the attack on Chinchow. It is believed that the reply will emphasise Japan’s determination not to tolerate the existence of the Chihchow Government. She recognises uo difference between Chinese soldiers and bandits; hence the war will continue while they are present in Mamchuria. ATTACK OH GHINGHOW ARMED RESISTANCE URGED. SHANGHAI, December 26. Fulfilling the promise given to the students and the nation upon its assumption of the control of Nanking last week, the Executive Committee of the Kuomintang urgently telegraphed to Marshal Chang Hsueh-liang, the Manchurian commander,' urging that armed resistance be given to the Japanese who are attacking Chinchow. The situation offers grave possibilities. JAPANESE REINFORCEMENTS ARRIVE PEKING, December 27. (Received December 28, at 10 a.m.) A Tientsin report states that two battalions of infantry and some artillery, as reinforcements to the Japanese garrison, arrived there at the weekend. A semi-official Japanese statement explains that the troops are merely for the protection of Japanese nationals. There is no intention of positive action unless provoked ,by the Chinese. Many of the latter, however, who are resident in the native city, are apprehensive and are moving into the foreign concessions.
