FIRST PROSECUTION UNOER HEW ACT [Per United Press Association.l WELLINGTON, December 23. The prosecution by the Wellington City Council of James Billings, a motor driver plying for hire between Wellington and Johnsonville, is the first case brought under the Transport Licensing Act, which came into force on November 11 last._ Thc magistrate held that Billings's vehicle was not one available for hire as a taxi within the meaning of the exception to the definition of a passenger service vehicle as defined in the Act, and imposed a fine of £5 and costs.
