TO BE DECIDED IN THE AIR ITALY'S PREPARATIONS Pres* Association—By Telegraph—Copyright. ROME, April 29. (Received April 30, at 12,20 p.m.) General Balbo (Minister of Air), in introducing tho, Air Estimates, cast doubt on Italy’s participation m the Schneider trophy. He explained that the prospects, so far as the men were concerned, were perfect, but the difficulty was in delivering the seaplanes from the manufacturers. General Balbo declared his belief that the next war would bo decided in the air; therefore he had arranged important air manoeuvres in August on a scale hitherto not attempted. Seven hundred machines,, divided into two sections, would engage in sham fights throughout Italy.
