PROBLEM OF INDIA

ROUND TABLE CONFERENCE GANDHI'S STIPULATIONS Press Association—By Telegraph—Copyright. DELHI, April 28. According to a Bombay newspaper, Mr Gandhi stipulates the following as conditions for attending the Round Table Conference in London :—Drastic cuts in military expenditure, safeguards for Indian State subjects, complete fiscal autonomy, and scrutiny of the Public Debt. These conditions are said to have been made in a despatch which Mr Gandhi handed to Lord Irwin before the latter’s departure. Mr Gandhi and Mr Vallabhai Patel (President of the Congress) are understood to be considering a revival of the civil disobedience campaign, as a result of the Government’s alleged failure to carry out the terms of the Delhi agreement between Mr Gandhi and Lord Irwin. The Congress declares that political prisoners are not being released and confiscated lands are not being restored in accordance with the pact.
