The final election returns continue to augment the Democratic gains and emphasise the shearing away of President Hoover’s power. Not only will ho bo unable to control the direction of the legislative trends, but ho will virtually be left only in command of the veto on such partisan legislation as may emanate from Congress. The defeat of Senator Allen in Kansas and the election of his Democratic opponent and the apparent election of a Democratic Senator in Kentucky gives the Democrats numerical control of the Senate, the Democrats having fortyeight seats, the Republicans fortyseven, and Farmer-Labour one. In the House of Representatives the Democrats have 218 seats, with the possibility that their majority may be increased by five on delayed counts m Kentucky. In the governorship elections Massachusetts chose a Democrat, and not a Republican as at first reported. Seven incumbent Republican governors were turned out by Democrats, and only one Democrat was succeeded by a Republican. “ WET ” GAINS, NEW YORK, November 5. The “ wets ” continue to hold eighteen Senate seats, and they won fortyfour seats in the House of Representatives, giving them 135 altogether, against 300 “ drys.” The “ wots ” won every State referendum. STALEMATE SUGGESTED. WASHINGTON, November 6. A deadlock in both the Senate and the House is possible. The actual majorities hinge on a few final returns and recounts. The Republicans stand to gain 218 votes for a majority in the House by victories in three normally Republican districts. In the Senate the bid of Mr Schall (Republican), of Minnesota, to overtake the early lead of Mr Einar Hoidale (Democrat) gives the Republicans hope of retaining forty-eight of the ninety-six seats.
