(Received September 18, at 1.30 a.m.) The Punjab _ Government’s report scathingly criticises tho general administration of municipalities in the Punjab, particularly Lahore, Rawalpindi, and Ambala. The report refers to corruption and systematic frauds in every department in Lahore, while the Ambala members are always actuated by personal or communal motives. Seldom do they take a broad, liberal view of their civic duties.
