Clementel ventured to prophesy that “I shall cither succeed or fail very quickly.” It is regarded as certain that he will induce M. Briand to accept the portfolio of Foreign Affairs. M Clementel previously held portfolios in 1905, 1913, and 1914, and he participated in three war-time emergency Cabinets.
