(Received November 1, at 1 a.m.) The eightieth birthday of Sir Frederick Milner, who has devoted his whole time since the early days of the war to the cause of disabled and necessitous ex-service men, is to be celebrated by the opening of a public fund to assist developments at the settlements of Rapworth.
