FRENCH PROPOSAL Press Association—By Telegraph—Copyright PARIS, Juno 13. The Council of Ministers decided to givo M. Poincare carte blanche to introduce urgent legislation authorising the stabilisation of the franc whenever he considers it desirable. _ Official opinion is that stabilisation will bo in the neighbourhood of 120 francs to £. —Australian Press Association.
