PAN-AMERICAN CONFERENCE
HAVANA, February 18. The 'Pan-Americas Conference has shelved the question of intervention in tho belief that any further discussion would do more harm than good. It also decided that jurists the American republics should meet in Washington within the next year for the purpose of drafting an arbitration convention.
