PROPOSED RAILWAY LOAN OPPOSITION IN AMERICA. Press Association —By Telegraph—Copyright. WASHINGTON, January 30. The State Department is expected to object to the flotation of the Russian railway loan in the United States, considering tho proposals merely a means to circumvent the general American policy against Russian financing here. [A message from Now York on January 20 read as follows:—It is understood that the Russian Soviet Government has devised a method of selling its securities here without conflict with State Department policies, and as an initial effort has begun selling direct to American investors portions of 30,(100.000 dollars of Russian railway bonds, the issue of which was recently authorised. The Soviet has arranged for the payment -of interest and principal in dollars through credit banks here, at Chicago, and at San Francisco. Bonds at present will he delivered bv mail from London, but eventually there may be _ arrangements for their immediate delivery here.]
