Briancl promptly cabled to Mr Kellogg explaining that he desired to substitute the term “ wars of aggression ” for tho words “all wars,” because the proposed treaty, instead ot being bilateral as originally intended, became multilateral. FRENCH PRESS OPINION. PARIS, January 14. Commenting on Mr Kellogg’s note, ‘T/e Temps’ is optimistic, but the 1 Journal dos Debats ’ deprecates the tendency to hustle, while ‘ Liberto considers that the negotiations have degenerated into hair splitting. THE FRENCH REPLY. LONDON, January 15. (Received January 16, at 1.50 a.m.) The Paris correspondent of the ‘ Morning Post ’ says that it was decided at the eleventh hour to withhold the French reply for the present, as Mr Kellogg is going to Cuba.
