FRAHGO-AMERICAH PROPOSALS A FRESH COMMUNICATION. Pres* Association—By Telegraph—Copyright, PARIS, January 12. A fresh communication from Mr F. B. Kellogg in reply to M. Briand suggests that the principal Powers should participate in . the preparation of a draft declaration against war. Political circles deduce that the whole negotiations are slipping out of M. Brand's control and that French diplomatic officials will most likely find solace in a Franco-American arbitration treaty, to which all efforts are now directed.
THE ORIGINAL PROPOSAL. FRANCE ASKED TO ACCEPT. NEW YORK, January 12. The Washington correspondent of the ‘ Tribune ’ says that Mr Kellogg asked Franco to-day to accept M. Briand’s original proposal for the outlawry of war, with the inclusion of Britain, Germany, Italy, and Japan. He explained that France’s aggressive war proposal was extraneous to tho present discussion. In a Note sent to M. Claudel, the original text of M. Briand’e proposal was made public, and it revealed that M. Briand requested a treaty of renunciation of w r ar as an instrument of national policy. Recent despatches from Paris giving the official view of the Foreign Office expressed' displeasure over the fact that the United States wanted to do this very thing, and Mr Kellogg, noting this discrepancy, said: “I earnestly hope that this is of no particular significance and that it may not be taken as an indication that the of France will find itself unable to join with the Government of the United States.”
