BUCHAREST, November 10. The court martial on Manoilescu was opened in a small room in tho barracks, strong measures being taken to prevent disorder. Only four witnesses were present out of 37. The court agreed to issue fresli summonses to compel the attendance of witnesses.
Manoilescu’s counsel disputed the court’s competency on tho ground that the proclamation of a state of siege was illegal. The court, by a majority of three to two, over-ruled the objection, and the proceedings wore adjourned.
