(Received October 27, at 10.35 a.m.) A message from Chattanooga, Tennessee. states that the Assistant Secretary for War (Mr Macnider) addressed the National Manufacturers’ Association. He declared that the United States army and navy were equipped with out-of-date munitions, which were almost worthless through age, and that the armed forces of the nation would be virtually helpless in the event of war.
