RUSSIA'S EXCLUSION ■PROTEST “RECEIVED.” Press Association—By Telegraph —Copyright AVASHINGTON, October 25. Russia lias formally protested to Die Powers represented at the Radio Conference against her exclusion from the deliberations of that body. The Soviet holds the United States responsible, and charges the American Government with being actuated by considerations that were “purely unpolitical.” It was announced that the communication had been made a matter of record, but no other comment was offered.
